Ahead of the Offshore Patrol Vessels Latin America conference towards the end of June in Cartagena, Colombia, Defence IQ spoke with Vice Admiral Humberto Ramîrez, Director General of the Maritime Territory and Merchant Marine for the Chilean Navy.
