Mr Mario Blokken

Head Permanent Secretariat European Land Force Interoperability Center (Finabel)

Mr. Mario Blokken was born on the 8th of July 1971 in Hasselt (Belgium). He finished primary and secondary school in Hasselt.

After obtaining his degree as programmer/system analyst in 1997, Mr. Mario BLOKKEN was appointed to develop the automated competency management system within the Belgian Defence education system. After the successful rollout of this project, he was employed on the joint staff level to develop and integrate the educational interface of the Human Resource Information System, in close cooperation with the company Getronics. This project was the cradle to use HR recruitment in a military environment based on individual competences and predefined job descriptions.

After the roll out of this project Mr. BLOKKEN was employed in NATO Joint Force Command Brunssum. He was selected to develop and integrate a vendor rating system within the J8 branch. This system allowed the buyers to screen and monitor the vendors to optimise the effectiveness of the contract negotiations.

After his career in BE Defense and NATO, Mr. BLOKKEN is employed in Finabel (European Army Interoperability Center) since 2011. Being responsible for the international platform of information sharing between the member states, he monitored and improved the secured communication system for cooperation amongst the member states. He was responsible for the management of the 12 permanent working groups within Finabel and organized the annual Chief Of Staff meeting.

In September 2014 he was appointed to become Deputy Chief of the Permanent Secretariat. He was a driver to guide the organisation towards a new and flexible structure that could better analyze and investigate the challenges of our modern society in the military environment.

In September 2016 he was appointed to become the Director of the Permanent Secretariat of the Finabel Headquarters in Brussels. In his function he is the international representative of the organisation.

Within the organisation he is conducting and managing the daily business. As a Sr. SME Cyber Security, he also leads the Expert Task groups “Cyber” who formulated the recommendations for the integration of the cyber aspects in the Land Forces of the European Armies. During the Chief Of Staff meeting in April 2018 he was given the mandate to start the project "Cyber field manual for the European Soldier".

Mr. Blokken is an active member of the following organisations and/or working groups:

  • NATO MCLSB Land Interoperability Standardisation Working Group (LISWG)
  • NATO MCLSB Land Operation Working Group (LOWG)
  • NATO Executive Working Group NATO Training Group (EWGNTG)
  • Cyber Security Coalition Belgium

Mr. Mario Blokken is married and has one daughter Valérie.
