Architecting systems and system-of-systems while satisfying the combined attributes of performance, scalability and reliability is hard. Adding non-functional requirements of interoperability, flexibility, modularity, and portability make the problem even more difficult.

So imagine the challenge defence procurement agencies like the DoD and MOD have taken on in recent initiatives, whereby they plan to do exactly this – but not for just one procurement requirement, but across all future procurements for systems. Furthermore, this goal is not just for systems of a similar type but also for different mission specific systems that need, want and use similar data.
