Heli Tiirmaa-Klaar is the Senior Advisor to the Undersecretary at the Estonian Ministry of Defence. In this interview, she talks about the category of challenges facing the EU in developing cyber policy. EU cyber crime policy is taking shape, as is critical information infrastructure protection, but the primary challenge for the EU is that it is very large. Bringing resources and policy to bear takes time. What were the lessons from the Estonian incident in 2007? Countries can't deal with the cyber threat unilaterally. International organisations must be key players and public-private partnerships must be shaped specifically to bolster cyber security.
