Since the financial crisis first plunged European budgets into the red, pundits have declared with mechanical persistence that "the time has finally come" for a fundamental shake-up of the EU’s defence initiatives. Each of these "epochs", usually coinciding with a policy statement by a large member state or EU conference, have thus far proven lack-luster. It is now 2011, and we have yet to see Europe really grasp the nettle of its floundering Common Security and Defence Policy (CSDP)....
