Mr. Hynes serves as the Chief of the Strategic Threats Office - Technology in the Army’s Office of the Deputy Chief of Staff for Intelligence. He oversees the Army’s Acquisition Intelligence workforce that integrates intelligence into Army Modernization initiatives. He has championed digital intelligence to support the Department’s move to digital engineering. Prior to assuming the Chief position, Mr. Hynes served as a policy analyst and as an acquisition-intelligence specialist supporting the Fires portfolio. As policy analyst, he oversaw Army policy relating to the intelligence support of capability development, primarily major defense acquisition programs. For acquisition-intelligence, Mr. Hynes managed integration of intelligence in support of program offices and production of threat assessments. He specializes in fire support and armor developments worldwide, the future operational environment, and the defense industrial complex. Previously, Mr. Hynes completed over 21 years on active duty in the United States Army as a Field Artillery Officer where he held various leadership assignments in the 3rd Armored Cavalry Regiment, 3rd Armored Division, 11th Armored Cavalry Regiment, Field Artillery School, Pennsylvania State University Reserve Officer Training Corps, and Office of the Chief of Staff for Intelligence serving as the Fires Threat Integration Staff Officer. Education Bachelor of Arts with honors in Philosophy from Knox College, Galesburg, Illinois. Masters in Human Resource Development from Webster University, St Louis, Missouri. Graduate of the Command and General Staff College.
