Dear CBRN Professionals,

On behalf of the Republic and canton of Geneva, it is a privilege to invite you to the CBRN Summit in Geneva on the 11th and 12th of November 2019.

This year's summit is timed to coincide with the Franco-Swiss joint security exercise taking place at the Geneva Stadium on the 13th of November. A simulated CBRN incident happening in the city will provide you the opportunity to witness first-hand, interventions by our specialised civil and military response units. These men and women will be working hand-in-hand with their French counterparts who are our neighbours and most valued partners in this exercise.

The CBRN 2019 Conference in Geneva will place emphasis on partnerships and working together. It will demonstrate how a multi-national response, focusing both on preparedness and the capacity to operate at multiple levels, is the prerequisite to a successful joint operation.

As State Counsellor responsible for labour, health and security related matters, I am acutely aware of the chemical, biological, radiological and nuclear hazards to which the canton of Geneva is potentially exposed both at military and civilian levels. Such materials improperly handled can seriously undermine the security and prosperity of our state and our country.

The CBRN 2019 Geneva Conference will offer us valuable opportunities in which to examine all aspects of CBRN defence technology and risk assessment, as well as tactics, training, readiness and the inter-operability of our response units.

While the CBRN threat is evolving rapidly, so are the means and opportunities for States to devise and deliver up-to-date defence and protection strategies. I welcome the opportunity for the canton of Geneva to host the debates and discussions within the CBRN 2019 Conference, as well as to provide a platform for the joint exercise, designed to sharpen our resolve and ability to rise to the daunting challenges posed by CBRN materials to our collective safety and security.
