Major-General Constantin-Adrian Ciolponea brings 34 years of distinguished service, spanning NATO strategic leadership, special operations command, and international missions. A proven commander and advisor, he promoted key ACT initiatives at NATO HQ (2023–2026), supported NATO adaptation and the DDA concept (2017–2021), developed Romania’s Special Operations Forces (2005–2015), and helped establish MNC-SE (2021–2023). With extensive operational and doctrinal expertise, he is recognized for contributions to SOF development, EDT and UAS/C‑UAS integration, counter‑terrorism, and interoperability. He received the Serge Lazareff Prize (2021) and continues as a researcher and lecturer.
