Born in Sanniki, Major General Wiśniewski completed education at Aviation High School, Polish Air Force Academy, Teacher Training College (Poland), National Defense University of Warsaw, Squadron Officers School Maxwell (USA), TLP Florenns (Belgium), Adam Mickiewicz University (Poland), and Air War College, Maxwell Air Force Base (USA), achieving completion in 2014. Following positions as Chief of the Training Section, 10th and 3rd Tactical Air Squadrons (Poland), Commander of the NATO Deployable Forces Unit (Poland), Chief of the Tactical Aviation Branch, Command of the Polish Air Force, Commander of the 4th Air Training Wing (Poland), and Deputy General Commander of the Polish Armed Forces, he assumed the Polish National Military Representative to Supreme Headquarters Allied Powers Europe position in 2025. Further achievements include Pilot of the Year 1998 (41st Fighter Aviation Regiment, Malbork), Gold Medal of the Armed Forces in the Service of the Fatherland, Gold Medal of Merit for National Defense, and Air Force Cross of Merit.
