James Mills

Vice President of Customer Success & Partnerships, Global Public Sector Virtru

James Mills is an innovative senior leader and technical strategist with 20+ years of experience in mission platforms, information technology, cybersecurity, and signals intelligence, with proven results across Defense and Intelligence. James currently serves as VP of Customer Success & Partnerships at Virtru, where he leads the Global Public Sector business, delivering unique data and Zero Trust cybersecurity solutions for commercial and Defense & Intelligence customers. During his distinguished career as a Naval Officer, James made significant contributions to the U.S. Navy's enterprise networks, cyberspace operations, signals intelligence, and space systems. As Chief of Staff, U.S. Fleet Cyber Command, he led and synchronized operations of a 17,000-person U.S. TENTH Fleet and Cyber Mission Force, executing 24/7 global maritime operations with an annual budget exceeding $1.2 billion. He also commanded one of the Navy's largest commands (NIOC Hawaii) overseeing 2,600 personnel in cryptologic and cyberspace operations across the Asia Pacific region. Prior to Virtru, James led Microsoft's strategy and delivery of cloud solutions for Defense & Intelligence, including the build-out of Azure Secret and Azure Top Secret classified clouds. James served as the U.S. Navy's first Federal Executive Fellow at Carnegie Mellon University, researching cybersecurity, robotics, and autonomous systems. He holds an M.S. in Electrical and Computer Engineering from the Naval Postgraduate School and a Master's in Strategy & Policy from the U.S. Naval War College. He is a recipient of the AFCEA/USNI Copernicus Award and the Navy and Marine Corps Association Leadership Award.
