Head of National Fighter Aircraft Directorate Brigadier General Cihangir YAY Biography Brig.General Cihangir YAY serves as the National Fighter Development Program, Head of TF-X and Fixed Wing Jet Aircraft (New platforms and modernization) at the Turkish Air Force (TurAF) since 2018. He was graduated from the Kuleli Military High School in 1992 then from the Turkish Air Force Academy, BS Computer Engineering in 1996. Gen.YAY, who started his pilot training at the TurAF flight school in 1996, continued his training at Euro NATO Joint Jet Pilot Training (ENNJT), TX/USA in 1997. After graduation he performed many missions as F-16 pilot such as F-16 instructor, weapons and tactics instructor, agressor (Red) Ops. commander, TurAF JSF operations group Ops. officer and UAE TASMO instructor. He represented his country in many national and international exercises, missions and training programs, such as Anatolian Eagle Exercises, TLP- Tactical Leadership Program NATO (2002, Belgium), Spring Flag Exercise (2007, Italy), Mapple Flag Exercise- Canada and JSF Project Manager. Also he joined in scientific studies like Next Generation Fighter Ops. Group member, Simulation Studies for Air Force Comparisons (ITEMS- Interactive Tactical Environment Management Simulation, JTLS- Joint Therater Level Simulation), Allied Action NATO Exercise (Evaluation team member), National Vatan Exercise (Extensive simulation based first national on JTLS). During his career, he has flown more than 7000 hours in aircrafts such as F-16/B-737/E-7T/T-37/T-38/F-5/F-4 and approximately 750 hours of flight experience in simulators such as F-16/B-737/F-35. Gen.YAY, who has Master’s Degree in the field of Operations Research from Air Force Institute of Technology (AFIT), OH/USA; has articles and academic studies published in many national and international organizations.
