Captain Jean-François ("Jeff") Mangin was born on 26 February 1978 and entered the French Naval Academy in 1997. After completing the Jeanne d'Arc training deployment, he joined the submarine force in 2001 and progressed through all key operational positions required for sea command on both nuclear attack submarines (SSNs) and ballistic missile submarines (SSBNs).
His operational experience extends beyond submarines, including service aboard a surveillance frigate and within the undersea warfare control cell of the aircraft carrier Charles de Gaulle. Throughout his career, he has deployed extensively across the Mediterranean, Atlantic, Pacific, and Indian Oceans.
In 2004, he commanded the patrol vessel Aramis in Bayonne, leading maritime security and law-enforcement missions. A 2009 exchange assignment with the British submarine force further broadened his expertise and strengthened his international cooperation skills.
Captain Mangin has also played a significant role in training future submariners. He served as a training officer with the nuclear attack submarine squadron (2015–2016) and the ballistic missile submarine squadron (2020–2022), and led the undersea warfare training group at Pôle Écoles Méditerranée from 2016 to 2018.
With more than 30,000 hours of submerged operations, he commanded the SSNs Émeraude and Saphir from 2013 to 2016, and the SSBNs Le Vigilant and Le Terrible from 2022 to 2025. He currently serves as Deputy Chief of Operations at the Strategic Oceanic Force's Maritime Operations Center.
