Jürgen Scraback is a senior defence professional with more than three decades of experience in maritime capability development, defence policy, and international military cooperation. He joined the German Navy in 1986 and studied Aerospace Engineering at the Bundeswehr University Munich. He subsequently served as an aircraft engineer with Naval Air Wing 5 in Kiel and held several assignments within naval aviation units.
In 2005–2006, he completed Admiral Staff training in the United Kingdom and earned a Master of Arts in Defence Studies from King's College London. From 2006 to 2008, he served in the Naval Joint Staff, responsible for the international cooperation of the German Navy. Between 2008 and 2015, he was In-Service Manager for the German Navy's helicopter fleet. He later joined the German Federal Ministry of Defence as Capability Manager for Maritime Systems, contributing to long-term maritime capability planning.
In 2018, he was posted to Brussels to the German Military Representation to the EU, serving as Delegate to the EU Headline Goal Task Force. Since September 2021, he has been Head of Unit for Maritime Capability Development at the European Defence Agency, leading EU cooperation in areas such as maritime domain awareness, surface warfare, and underwater systems. His current portfolio includes major European cooperative programmes such as MARSUR III, the European Combat Vessel (a family of modular surface combat ships), Critical Seabed Infrastructure Protection (CSIP), and EDA's role as co-organiser of the REPMUS experimentation exercise.
