Mr. Raimondas Martinavičius

Over the past two decades at the Ministry of Economy and Innovation of Lithuania, Mr. Raimondas has held leadership roles in innovation policy, business regulation reform, and economic diplomacy, including commercial attaché postings in Israel and Kazakhstan. He currently coordinates Lithuania's support initiatives for Ukraine and leads work on military and dual-use innovation, aligning defence-related technologies with national security and economic priorities. His expertise includes innovation reform, industrial strategy, export promotion, regulatory modernisation, and international stakeholder engagement. He has represented Lithuania at the OECD Working Group on Innovation and Technology Policy and played a key role in the country's EU accession process through negotiations with the European Commission. With extensive regional experience across Ukraine, Belarus, Russia, Kazakhstan, Central Asia, and Israel, he has successfully built government-to-government partnerships, supported business development, and delivered large-scale strategic projects that strengthen economic resilience, innovation capacity, and international cooperation.
