David Colliquet

Deputy Director of Life Cycle Management NSPA

David joined the NATO Support and Procurement Agency (NSPA) in Luxembourg in 2023 as Deputy Director, Life Cycle Management (LCM). The LCM Business Unit provides comprehensive, efficient, and cost-effective “cradle-to-grave” management of defence equipment, products, and services for NATO, as well as for NATO member and partner nations, both individually and collectively. Before joining NSPA, David founded and led CODA Coach, a Bonn-based company offering coaching, training, and consulting services for project management professionals and executives, from 2016 to 2023. From late 2007 to 2015, David worked at OCCAR – the Organisation for Joint Armament Cooperation in Bonn (Germany), where he led the TIGER Programme from 2012 to 2015. TIGER is a multinational, multi-billion-euro combat helicopter programme covering all life cycle phases, from development to in-service support. David began his career at the French Directorate General of Armaments (DGA), part of the French Ministry of Defence, where he held various expert and senior programme management positions between 1997 and 2007. Among others, he managed a large R&T project portfolio covering the fields of missiles, drones, and aerospace propulsion. He holds an MSc in Engineering (Physics) from École Polytechnique and a second MSc in Engineering from ENSTA Paris (France). He also holds a Master Coach degree from the International Coaching Institute in Geneva (Switzerland) and is a PMI-certified PMP practitioner. David is fluent in French, English, and German.
