Mr. Deven J. Lowman is the Acting Director for Command, Control, Communications, Computers (C4) and Missile Defense, supporting the Deputy Assistant Secretary of Defense for Strategic, Space, and Intelligence Portfolio Management (SSIPM), within the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)). Mr. Lowman has more than 29 years of engineering, program management, and program oversight experience. He leads technical and programmatic assessments and provides guidance and recommendations to leadership on the $20 billion annual space, C4 and missile defense acquisition portfolios. Most recently, Mr. Lowman was the Deputy Director for Missile Defense within the OUSD(A&S) C4 and Missile Defense Directorate where he led integrated acquisition portfolio management for the Missile Defense System and supporting program elements, including the Air and Cruise Missile Defense of the Homeland and the Defense of Guam acquisition initiatives. He also supported the Defense Acquisition Executive in oversight of several program elements managed by the Missile Defense Agency. Mr. Lowman was also the missile defense program budget review lead within OUSD(A&S), responsible for reviewing Service budget submissions, analyzing alignment with strategic direction and impacts to other efforts, and advocating positions that best balanced near- and far-term investment needs. In this role he was active in executing capability portfolio management policy for the Deputy Secretary to advance the integration of requirements, technology, budgets, and acquisition in the context of mission effects supporting various disciplines such as systems engineering, test and evaluation, modeling and simulation, and software development. Prior to joining OSD, Mr. Lowman gained a wide range of command and leadership experience in Joint, interagency, and multi-national programs over his 25-year Air Force career. His previous assignments have included service at the Defense Security Cooperation Agency in Washington, D.C.; the Defense Contract Management Agency in Redondo Beach, California; the Air Force Space and Missile Systems Center in El Segundo, California; the National Security Agency's Regional Operations Center at Fort Gordon, Georgia; and the Air Force Office of Space Acquisition in Washington, D.C. He was a co-author of the Secretary’s 2022 Missile Defense Review, and he has served on numerous boards, led independent reviews, and briefed multiple Service and Defense Science and Defense Policy boards.Mr. Lowman holds a B.S. in Computer Engineering from Clemson University in Clemson, South Carolina and a Masters of Business Administration from Webster University in St. Louis, Missouri. He is a member of the Acquisition Professional Community, DAWIA Level 3 certified in Program Management and has received numerous recognitions for outstanding service.
