Captain Dr. Serdar Tombul was born on February,1980 in İzmit, Türkiye. He attended the Submarine Officer Specialization Course after graduating from the Naval War College in 2001 and then served as a Weapons Assistant Officer on the Turkish submarine TCG Atılay for three years. Subsequently, he was assigned by the Naval Forces Command to study for a master’s degree in Acoustic Engineering at the Naval Post Graduate School in the USA in the Department of Underwater Warfare and double majored in Electrical Engineering until 2007. Between 2007 -2008 he followed TÜBİTAK R&D and other Defense projects in the Project Monitoring Team at the General Staff. He worked in the Acoustic Research Group at the Research Center Command between 2008-2012. He was responsible for TRN-LOFAR measurements of the Turkish Navy ships and submarines. He also worked in part of national sonar projects. In 2012 he started working as an oceanographer in the Office of Navigation, Hydrography and Oceanography and took part in every stage of the process of analyzing GEOMETOC and climate data in the same context, collecting military geography data and turning them into map products and presenting them with geographic information systems. In connection with these activities, he served as Turkish representative and head of delegation in many NATO working groups and boards. He was an instructor/training coordinator in the Hydrography Course and the Commander of the Cartography Course. He completed his PhD in 2022 by presenting noise maps by correlating underwater noise measurements and analysis with ship traffic densities in the Marmara Sea. In 2023 he attended TU Navy HQ as Director of Research & Project Development. He managed to organize first national torpedo fire to a target ship and successfully sunk target ship with new AKYA torpedo. He also managed to direct many research and modernization projects including sonars, underwater detection and communication systems. In 2024 he started working as Director of Electronic & Weapon Systems Projects Department and Acting Director of Research & Project Development Department. In August 2025 he started to work as Concept Development and Experimentation Branch Head in NATO Maritime GEOMETOC Centre of Excellence.
