Born on February 26th, 1978, and admitted to the French Naval Academy in 1997, Captain Jean-François, "Jeff", Mangin joined the submarine forces in 2001 after completing the Jeanne d'Arc training. He steadily rose through the ranks, taking on every key role required for officers bound for sea command, both on SSN's and SSBN's. He further expanded his operational profile with an assignment on a surveillance frigate and a deployment aboard the Charles de Gaulle aircraft carrier, within the undersea warfare control cell. Throughout his career, he has been deployed multiple times across the Mediterranean, Atlantic, Pacific, and Indian Oceans. In 2004, he was appointed commanding officer of the patrol vessel Aramis in Bayonne, where he led maritime security and law enforcement missions. A posting as an exchange officer with the British submarine forces in 2009 broadened his expertise as a submariner and allowed him to strengthen his skills in international relations field. A seasoned submariner, he served as a training officer with the nuclear attack submarine squadron from 2015 to 2016, then with the ballistic missile submarine squadron from 2020 to 2022. He also had the opportunity to pass on his knowledge while serving at the Pôle Écoles Méditerranée as head of the undersea warfare training group from 2016 to 2018. Captain Jeff Mangin has accumulated over 30,000 hours of submerged operations. After commanding the SSNs Emeraude and Saphir from 2013 to 2016, he assumed command of the SSBNs Le Vigilant and Le Terrible from 2022 to 2025. Since then, he is appointed at the Submarine Strategic Oceanic Force's MOC as Deputy chief of Operations. Married to Julie, a real estate agent, and father of three, he balances his free time between family, surfing, traveling, and catching up with friends. He is a Knight of the Legion of Honor and the National Order of Merit.
