Mr. Dimiccoli currently serves as Chief of Branch within the Infrastructure and Engineering Programme at NSPA, where he joined in 2025. In his branch he oversees a portfolio of 75 military infrastructure projects totalling 1.3 billion euros across eight NATO countries. He brings over 15 years of experience in programme and project management, with a specific focus on design and construction of military infrastructure works. Mr. Dimiccoli is a licensed Italian civil engineer specialized in end-to-end delivery of military construction (MILCON) projects, under NATO and international standards and multi-stakeholder requirements and regulations. His expertise covers all phases of the infrastructure lifecycle management, from the preliminary project start-up to initiation, execution and closure, with on the job experience of international procurement and contract administration, including knowledge of US Federal Acquisition Regulation and FIDIC. Prior to his current role, he spent 12 years as Programme Manager for the MEZZ Group, a leading international construction group operating in the Republic of Djibouti, in the Horn of Africa. During this period, he was responsible for the implementation of multiple programmes of military infrastructure projects for the U.S Department of Defence, the French Military Forces, the Italian Army and the Japanese Navy. His operational commitment in complex and logistically challenging environments, together with his strategic oversight, constitute a key asset in NSPA Infrastructure and Engineering Programme for the successful delivery of NATO infrastructures.
