Guillaume Ollagnier

Born on 18 May 1975. A graduate of the Paris Institute of Political Studies (Sciences Po Paris), Guillaume Ollagnier became Secretary of Foreign Affairs in 2000 after passing a competitive examination. After holding successive posts in the Human Resources Directorate, the General Administration Directorate, and the General Secretariat of the Ministry of Foreign and European Affairs, he was confirmed as a permanent Foreign Affairs adviser in 2011.

Having served as Political Adviser at the Permanent Representation of France to the North Atlantic Treaty Organization in Brussels (2011- 2012), he joined the Prime Minister's Office Advisor for Strategic Affairs (2012-2014). From 2014 to 2016, he served as Adviser to the Minister for Foreign Affairs, Laurent Fabius, responsible for Strategic Affairs, Russia and the CIS. In 2016, he became Deputy Director of the Private Office of the Minister for Foreign Affairs and International Development.

In 2017, he moved to Berlin as Minister-Counsellor at the French Embassy, a position he held until 2021. Back to France, he was seconded to the Ministry for the Armed Forces as Head of the Europe, North America and Multilateral Action Department at the DGRIS. In 2023, he joined the corps of State Administrators and was appointed Director for Strategic, Security and Disarmament Affairs at the Ministry for Europe and Foreign Affairs. By decree of 26 November 2025, he was appointed Director-General for International Relations and Strategy at the Ministry for the Armed Forces and Veterans, taking up his post on 8 December 2025
