Rear Admiral Terry Loughran (Rt’d) talks about parochialism in the Royal Navy and among British Forces. He highlights the risk of taking specialist positions within the services when SDSR debates escalate. In addition, he specifically addresses the list of previous fiscal investments in the Royal Navy and how the force is returning on that investment. Inter-service cooperation is paramount, but external evaluators conducting the SDSR risk confusing overlapping capabilities (such as naval air force assets) with the need to re-allocate materiel.
