Rear Admiral Edoardo Campiani is the Commander of Patrolling Forces in the Italian Navy. In this in-depth presentation, he fleshes out a description of the end user of offshore patrol vessels (OPVs). The patrol vessels used in previous generations of the Italian Navy were often corvettes, which proved both inflexible and expensive to procure and operate. In contrast, capability projection in the near term Italian Navy seems best realised through the OPV. The formula lies in defining strategic mission demands first. This, then, is followed by platform procurement and customisation - a reversal of previous naval procurement trends in Italy.
