Report: Multi Domain Operations in Germany  - From Concept to Operational Reality (engl)

Germany faces the task of not only financing its defence capabilities politically, but also making them operationally effective. Multi-domain operations (MDO) are not just a „buzzword“, but rather the organisational and technological framework for integrating effects across land, air, sea, cyber and space – under conditions of constant disruption, high speed and hybrid threats. NATO is pursuing the goal of becoming „MDO-enabled“ as an alliance by 2030; in 2025/2026, the focus will increasingly be on practical implementation, interoperability, decision superiority and the integration of special forces, digital architectures and the electromagnetic spectrum. In parallel, the EU is promoting the scaling and resilience of the European defence industry with its „Readiness 2030“ white paper and industrial policy instruments. This white paper summarises the situation at the beginning of 2026 and derives concrete implications for the state and industry – neutral, analytical and focused on operational conclusions.
