Captain Feliciano Pérez Carvajal, entered the Naval Academy of the Dominican Republic Navy in January 1991, graduating four years later as Lieutenant of the Frigate. During his Naval career he has performed different functions on board the Naval Units, among which we can mention, Second Commander Auxiliary Vessel "BEATA" BA-14. Second Commander of the Coast Guard "ORION" GC-109. Commander of the Auxiliary Vessel "BEATA" BA-14. Second Commander of the Medium Patrol Boat “TORTUGUERO” PM-203. Coast Guard Commander "ARIES" GC-101. Commander of the Coast Guard "ALTAIR" GC-112 and Commander of the Flagship High Patrol Vessel Almirante Didiez Burgos PA-301, A.R.D. In the academic and professional area, he has performed different functions, among which we can mention: Head of Studies of the Dominican Naval Academy, Deputy Director of the Naval Base Training Center "Las Calderas", Head of the Admission and Registration Department of the School of Graduates of Naval Higher Studies, Academic Deputy Director of the Naval School, instructor of Oceanography, instructor in the Graduate School of Higher Studies. Deputy Director of Naval Operations Planning (M-3), AR.D., Director of Plans and Projects of the Navy, Director of the Naval Fleet Training Command, Chief of the Personnel Division (M-1) and Operational Director of the General Inspectorate, ARD. He has carried out different Studies and specialization courses, among which we can mention, Master in Defense and Hemispheric Security in Washington USA, Specialty in Hydrography at the Hydrographic Institute of the Spanish Navy in Cádiz Spain. Law degree from the Universidad del Caribe (UNICARIBE) in Santo Domingo. Specialty in Habilitation in University teaching in Santo Domingo. Specialty in Naval Command and General Staff at the Graduate School of Naval Higher Studies. Naval Units Commander Course. Course for Human Rights Instructors. He currently works as and currently Head of the Naval Operations Division (M-3), of the Dominican Republic Navy.

The commonality of hemispheric challenges calls for greater interoperability and capability

against the lower-intensity threat. How can Latin American navies work together to achieve

interoperability for multinational operations?

 Information sharing and situational awareness are critical to defeat transnational criminal

networks. What provisions should navies incorporate to enable regional information sharing? How

can naval leaders retain high readiness and accelerate C2 to eliminate organized crime and illegal

trafficking?

 Navies need to maintain a persistently visible force and increase lethality to ensure security of

national waters. As many fleets are approaching the end of their service lives, commanders are

tasked with balancing rapid modernization with budgetary constraints. What is the right approach

to shipbuilding and modernisation of the existing fleet? How can industry support operational

versatility and multi-mission modularity? What is the necessary force structure for the future

operating environment?

 Maritime operations will require an ever-increasing ability to collect and act on sensor data to

build the tactical picture for operations. How can navies enhance threat detection and accelerate

decision-making without compromising signature management? How can navies enhance

capability for ASW?

 The Offset Strategy: how can navies work with international industry to enable indigenous

shipbuilding opportunities and strengthen the local industrial base?
