"There have been significant gaps in U.S. government oversight of private security contractors in Afghanistan. With some exceptions, such as certain contracts administered by the Defense Contract Management Agency (DCMA), the Department of Defense was unable to produce information sufficient for the Committee to evaluate the performance of private security contractors operating under DOD contracts . . . ."

"The Department of Defense has failed to address serious deficiencies identified in the performance of private security contractors in Afghanistan."
